Hanoi, Viet Nam — The Republic of Korea presented its AI Action Plan: Building a Vibrant AI Ecosystem during the 6th ASEAN Digital Senior Officials' Meeting (ADGSOM), held in Hanoi, Viet Nam, highlighting its strategic approach to advancing artificial intelligence in a responsible, inclusive, and innovation-driven manner.
During the meeting, Korea outlined its vision to strengthen AI development through robust digital infrastructure, talent cultivation, industry innovation, and ethical governance, positioning AI as a key driver of economic growth and digital transformation.
The Action Plan emphasizes the expansion of high-performance computing infrastructure, national AI data centers, and advanced semiconductor capabilities, aimed at supporting large-scale AI research and deployment. Korea also underscored the importance of trusted data ecosystems to enable secure and effective AI model training.
Human resource development featured prominently in the presentation. Korea shared initiatives to integrate AI education across all levels, alongside reskilling and upskilling programs for workers, civil servants, and small and medium-sized enterprises. Efforts to attract global AI talent through research incentives and supportive policies were also highlighted.
To stimulate innovation, Korea detailed its support for AI startups and SMEs, including access to funding, regulatory sandboxes, and accelerator programs. The Action Plan promotes AI adoption in strategic sectors such as manufacturing, healthcare, agriculture, and public administration, supported by strong public–private partnerships.
Korea further emphasized the importance of ethical, safe, and trustworthy AI, presenting its risk-based governance framework designed to address bias, transparency, and accountability while safeguarding human rights.
At the regional level, Korea reaffirmed its commitment to ASEAN–Korea cooperation in digital and AI development, including joint research, capacity-building initiatives, and alignment with global AI governance frameworks such as the OECD and G20.
Delegates at the meeting noted that Korea's AI Action Plan provides valuable insights for ASEAN Member States as they advance regional digital transformation and work toward building a resilient and inclusive AI ecosystem.
