ASEAN Digital Senior Officials Conclude ADGSOM 6 in Hanoi, Reaffirm Digital Cooperation and Welcome Timor-Leste as 11th ASEAN Member

The 6th ASEAN Digital Senior Officials' Meeting (ADGSOMrr 6) successfully concluded in Hanoi on 14 January 2026, following three days of constructive discussions held from 12–14 January 2026. The meeting brought together senior digital officials from ASEAN Member States, the ASEAN Secretariat, and relevant partner organizations, as part of preparations for the 6th ASEAN Digital Ministers' Meeting (ADGMIN 2026).

Strengthening ASEAN Digital Cooperation

Throughout the meeting, senior officials reviewed progress under the ASEAN Digital Masterplan 2025 (ADM 2025) and exchanged views on priorities for the next phase of ASEAN's digital cooperation. The discussions underscored ASEAN's shared commitment to advancing regional digital transformation through strengthened policy coordination, enhanced interoperability, and inclusive digital development.

ADGSOM 6 also laid important groundwork for the forthcoming ASEAN Digital Masterplan 2026–2030, which aims to build on existing achievements while addressing emerging challenges and opportunities in the rapidly evolving digital landscape.

Key Areas of Focus

Key areas discussed during the meeting included:

  • Harmonisation of digital policies and regulatory frameworks across ASEAN;
  • Promotion of digital inclusion, skills development, and capacity-building;
  • Strengthening cybersecurity, digital trust, and resilience;
  • Cooperation on emerging technologies, including artificial intelligence and data governance; and
  • Enhanced collaboration with ASEAN Dialogue Partners and international organisations.

Welcoming Timor-Leste as the 11th ASEAN Member

ADGSOM 6 warmly welcomed Timor-Leste as the 11th Member of ASEAN, marking a historic milestone for the ASEAN Community. Senior officials reaffirmed ASEAN's strong commitment to supporting Timor-Leste's effective integration into ASEAN digital cooperation mechanisms and frameworks, including through technical assistance, capacity-building initiatives, and participation in regional digital programmes. The inclusion of Timor-Leste was recognised as an important step toward a more inclusive, cohesive, and people-centred ASEAN.

Outcomes and Next Steps

The meeting concluded with consensus on a set of technical recommendations and outcome documents, which will be submitted for consideration and endorsement at the 6th ASEAN Digital Ministers' Meeting. These outcomes are expected to guide ASEAN's strategic direction in strengthening regional digital connectivity, governance, and the digital economy.

Role of the Host Country

As host and Chair of ADGSOM 2026, Viet Nam reaffirmed its commitment to promoting an inclusive, sustainable, and forward-looking ASEAN digital ecosystem, and to working closely with ASEAN Member States and partners to advance shared regional digital priorities.
